Abstract

This study aimed to clarify the reality of Small and Medium Enterprises, and to know the factors that will make these projects successful. Descriptive approach was used to collect the data of the study based on the official statistics, reports, past research and interview method. The population of the study was composed of employees of the National Program for Small and Medium Enterprises and Business Incubator Centers in Tripoli. The basic data for the study were collected through direct interviews and phone calls with the sample members of the study. The main results of the study was: A number of elements are necessary to activate small and medium enterprises, weak financing and lending, lack of clear funding mechanisms, lack of training facilities. The recommendations of the study were presented which would contribute to the provision of an appropriate and stimulating regulatory environment for entrepreneurs and to expand financing and lending. Expand the scope of financing and lending, organizing regular and continuous conferences, workshops and seminars, disseminating information on successful projects to benefit from them, and providing opportunities for successful projects.
