ARMONIA Project – Harmonisation and Modernization of the Higher Education System in Libya
The ARMONIA Project (hARmonisation and MOdernization of the higher education system in Libya introducing Bologna process principles at National and InstitutionAl levels) is an international cooperation initiative co-funded by the European Union through the Erasmus+ Programme – Capacity Building in Higher Education. The project aims to support the reform, harmonisation, and modernization of the Libyan higher education system by introducing the principles and practices of the Bologna Process at both national and institutional levels.
ARMONIA brings together 13 Libyan higher education institutions, with the involvement and support of the Libyan Ministry of Higher Education and Scientific Research, in collaboration with European partners including the Mediterranean Universities Union (UNIMED), the University of Pavia, the Sapienza University of Rome, and Istanbul Aydin University. Through this partnership, the project promotes knowledge exchange, institutional cooperation, and the transfer of European best practices to strengthen the capacity of Libyan universities.
The project focuses on enhancing the quality and internationalization of higher education by improving academic structures, developing student-centered learning approaches, strengthening quality assurance mechanisms, and supporting the adoption of the European Credit Transfer and Accumulation System (ECTS). It also aims to improve the comparability and recognition of academic qualifications, facilitate academic mobility, and create stronger links between Libyan and European higher education systems.
Through capacity-building activities, training programmes, workshops, benchmarking exercises, and collaborative initiatives, ARMONIA supports Libyan universities in developing effective institutional strategies, improving teaching and learning environments, and building sustainable frameworks for international cooperation. The project represents an important step toward establishing a more flexible, transparent, and globally connected higher education system in Libya, while encouraging continuous improvement, innovation, and mutual learning among participating institutions.

مشروع ARMONIA – مواءمة وتحديث نظام التعليم العالي في ليبيا
يُعد مشروع ARMONIA (مواءمة وتحديث نظام التعليم العالي في ليبيا من خلال إدخال مبادئ عملية بولونيا على المستويين الوطني والمؤسسي) مبادرة للتعاون الدولي ممولة من الاتحاد الأوروبي ضمن برنامج إيراسموس+ (Erasmus+) – مشاريع بناء القدرات في مجال التعليم العالي. ويهدف المشروع إلى دعم إصلاح ومواءمة وتحديث نظام التعليم العالي الليبي من خلال إدخال مبادئ وممارسات عملية بولونيا (Bologna Process) على المستويين الوطني والمؤسسي.
يجمع مشروع ARMONIA بين 13 مؤسسة للتعليم العالي في ليبيا، بمشاركة ودعم وزارة التعليم العالي والبحث العلمي الليبية، وبالتعاون مع عدد من الشركاء الأوروبيين، من بينهم اتحاد جامعات البحر الأبيض المتوسط (UNIMED)، وجامعة بافيا (University of Pavia)، وجامعة سابينزا في روما (Sapienza University of Rome)، وجامعة إسطنبول أيدن (Istanbul Aydin University). ومن خلال هذه الشراكة، يعمل المشروع على تعزيز تبادل الخبرات والمعرفة، ودعم التعاون المؤسسي، ونقل أفضل الممارسات الأوروبية لتطوير قدرات الجامعات الليبية.
يركز المشروع على تعزيز جودة التعليم العالي وتدويله من خلال تطوير الهياكل الأكاديمية، وتعزيز أساليب التعليم المتمحورة حول الطالب، وتقوية أنظمة ضمان الجودة، ودعم تطبيق نظام التحويل الأوروبي وتراكم الوحدات الدراسية (ECTS). كما يهدف إلى تحسين قابلية مقارنة والاعتراف بالمؤهلات الأكاديمية، وتسهيل الحراك الأكاديمي، وإنشاء روابط أكثر قوة بين منظومتي التعليم العالي الليبية والأوروبية.
ومن خلال برامج بناء القدرات، والدورات التدريبية، وورش العمل، وأنشطة المقارنة المرجعية، والمبادرات التعاونية، يساهم مشروع ARMONIA في دعم الجامعات الليبية لتطوير استراتيجيات مؤسسية فعّالة، وتحسين بيئات التعليم والتعلم، وبناء أطر مستدامة للتعاون الدولي. ويمثل المشروع خطوة مهمة نحو إنشاء نظام تعليم عالٍ ليبي أكثر مرونة وشفافية وانفتاحًا على المستوى العالمي، مع تعزيز مفاهيم التطوير المستمر، والابتكار، والتعلم المتبادل بين المؤسسات المشاركة.
