Project ARMONIA – Harmonization and Modernization of the Higher Education System in Libya
The ARMONIA project ( Harmonizing and modernizing the Libyan higher education system through the introduction of the Bologna Process principles at the national and institutional levels ) is an international cooperation initiative funded by the European Union under the Erasmus + program – Higher Education Capacity Building Projects . The project aims to support the reform, harmonization, and modernization of the Libyan higher education system through the introduction of the principles and practices of the Bologna Process at both the national and institutional levels.
The ARMONIA project brings together 13 higher education institutions in Libya , with the participation and support of the Libyan Ministry of Higher Education and Scientific Research , and in collaboration with several European partners, including the Union of Mediterranean Universities (UNIMED) , the University of Pavia , Sapienza University of Rome , and Istanbul Aydin University . Through this partnership, the project works to promote the exchange of expertise and knowledge, support institutional cooperation, and transfer best European practices to develop the capacities of Libyan universities.
The project focuses on enhancing the quality and internationalization of higher education by developing academic structures, promoting student-centered teaching methods, strengthening quality assurance systems, and supporting the implementation of the European Credit Transfer and Accumulation System (ECTS). It also aims to improve the comparability and recognition of academic qualifications, facilitate academic mobility, and establish stronger links between the Libyan and European higher education systems.
Through capacity-building programs, training courses, workshops, benchmarking activities, and collaborative initiatives, the ARMONIA project helps Libyan universities develop effective institutional strategies, improve teaching and learning environments, and build sustainable frameworks for international cooperation. The project represents an important step toward establishing a Libyan higher education system that is more flexible, transparent, and open to the global community, while promoting the concepts of continuous development, innovation, and mutual learning among participating institutions.
