The right to vote is considered one of the most important an individual political human rights ,which is enshrined in world's constitutions, In addition to the universal Declaration Human Rights ,this emphasizes The importance of voting right which as a political and legal means to help people to choose their presidents and representatives whether in the Presidential or general elections ,who exercise authority on their behalf. Furthermore, the legislature is responsible for enacting all electoral laws That organize how to use this right and the legal conditions that must be met by both voters and candidates. Historically, the right to vote wasn't recognized in ancient and medieval times, because kings exercised the political authority alone, there was no fairness for the poor class, and they didn't have any political rights, In the modern time especially in the 18th century during The French Revolution, the meaning of authority changed from national sovereignty into popular sovereignty, it is worth noting that people became shared in authority, On the other hand the history of elections in Libya has gone through many of developments since 1951 until now as result changes in the system of governance and political , economic ,social And environmental circumstances that Libya has experienced. In fact, the constitutional law scholars have different views about the Legal nature of the right to vote ,some regard it as a personal right, some Regard it as a social function, some regard it as both a personal right and a social function ,while others regard it as a legal-political means.
