طرحت القضية الليبية علي الجمعية العامة للأمم المتحدة بعد فشل القوي الاربع الكبرى في التواصل الي توافق حول حلول للمستعمرات الايطالية السابقة في افريقيا كما ادت الصراعات الدولية وتضارب مصالح الدول الكبرى الي صدور القرار 2289-في 21نوفمبر 1949م بمنح ليبيا الاستقلال خلال مدة لا تتجاوز الاول من يناير 1952م لضمان المتابعة والتنفيذ الدوليين وبعد صدور القرار عينت الامم المتحدة خلال هذه الفترة ممثلا خاصا مهمته الاشراف علي تنفيذ القرار ومساعدة الليبيين في عملهم لإقامة الدولة الليبية المستقبلية ووضع اسسها الدستورية –وقد كان ادريان بليت الدبلوماسي الهولندي والامين المساعد للأمم المتحدة الشخص الانسب لهذه المهمة – لذا تبحث هذه الورقة وتحلل دور ممثل الامم المتحدة ادريان بيلت في استقلال ليبيا من عام 1949م الي عام 1952م وتوضح كافة جهوده التي بذلها .
