Abstract

The paper compares the Libyan experience in developing SMEs with experience of other countries. The paper found that there is a similarity between the Libyan experience and the experiences of other countries' in terms of a specific definition of SMEs, and the governmental entity supervising the SMEs consisting of incubators and business centers', and also financial institutions that finance and guarantee lending for SMEs and finally provide some advantages and exemptions as a kind of support and motivation for SMEs.
