REBUILD – Research and Education Building Urban Institutions for Local Development

The REBUILD Project is a decentralized cooperation initiative funded by the European Union. It aims to strengthen local public services in Libya by establishing a sustainable training system led by Libyan universities for the benefit of Libyan municipalities.

The project is part of the Nicosia Initiative for Cooperation between Libyan and European Local Authorities, launched in 2015. It represents a successful model of partnership between universities and municipalities in Libya. The project has made a direct contribution to strengthening the capacities of both Sebha University and the Sebha Municipality, while establishing a sustainable framework for cooperation, training, and local development. This has reinforced the University’s role as an active institution in community engagement and in supporting decentralization and sustainable development in Libya.

Project implementation commenced in April 2021 and was successfully completed in May 2025, following four years of training activities, capacity-building initiatives, and institutional partnerships.

Among the project’s most significant achievements was the establishment of a sustainable training environment within the participating universities. At Sebha University, the Training and Development Center was empowered to deliver continuous professional training programs for municipal staff. In addition, the project provided 50 fully funded training opportunities for employees of the Sebha Municipality, including a training program focused on computer and Internet skills.

يعد مشروع ريبلد مشروعاً للتعاون اللامركزي ممولاً من الاتحاد الأوروبي، ويهدف إلى تعزيز الخدمات العامة المحلية في ليبيا من خلال إنشاء نظام تدريبي مستدام تقوده الجامعات الليبية لصالح البلديات الليبية. ويندرج المشروع ضمن مبادرة نيقوسيا للتعاون بين السلطات المحلية الليبية والأوروبية التي انطلقت سنة 2015، وهو يمثل نموذجاً ناجحاً للشراكة بين الجامعات والبلديات في ليبيا، وقد ساهم بشكل مباشر في بناء قدرات جامعة سبها وبلدية سبها معاً، وأوجد إطاراً مستداماً للتعاون والتدريب والتنمية المحلية، مما عزز من مكانة الجامعة كمؤسسة فاعلة في خدمة المجتمع ودعم مسار اللامركزية والتنمية المستدامة في ليبيا.
بدأ تنفيذ المشروع في أبريل 2021 واختتم أعماله في مايو 2025 بعد أربع سنوات من الأنشطة التدريبية وبناء القدرات والشراكات المؤسسية.
من أبرز نتائج المشروع إنشاء بيئة تدريبية مستدامة داخل الجامعات المشاركة، حيث تم تفعيل دور مركز التدريب والتطوير بجامعة سبها في تقديم برامج تدريبية مستمرة لموظفي البلدية، ومنح 50 فرصة تدريبية مجانية لموظفي بلدية سبها، نُفذ منها برنامج تدريبي في مهارات الحاسوب والإنترنت.
