WHEEL Project – Network for the Modernisation of the Higher Education Sector in Libya

The WHEEL Project (Network for the Modernisation of the Higher Education Sector in Libya) is an international cooperation initiative co-funded by the European Union through the Erasmus+ Programme – Capacity Building in Higher Education (KA2). The project aims to contribute to the modernization and development of the Libyan higher education system by strengthening institutional capacities, improving university management practices, and promoting strategic planning and cooperation among Libyan higher education institutions.

WHEEL brings together a network of Libyan universities and European partners, coordinated by the University of Alicante (Spain) in collaboration with the University of Genoa (Italy), and involving several Libyan universities, including Sebha University, University of Tripoli, University of Benghazi, University of Misurata, University of Zawia, Omar Al-Mukhtar University, Al-Asmarya Islamic University, Sirte University, Elmergib University, Bani Waleed University, and Libyan International Medical University.

Through this broad partnership, the project supports knowledge exchange, institutional collaboration, and the transfer of European experiences and best practices to the Libyan higher education sector.

The main objective of the WHEEL project is to establish a sustainable network of Libyan higher education institutions that serves as a platform for dialogue, cooperation, learning, and strategic development. The project focuses on improving key areas related to university governance, quality assurance, institutional management, research and innovation capacities, information and communication technologies (ICT), and infrastructure development.

One of the major outcomes of WHEEL is the development of the Libyan Higher Education Blueprint, which provides an analytical framework and policy recommendations to support the future development and modernization of the higher education system in Libya. In addition, the project implemented capacity-building activities, professional training programmes, workshops, and knowledge-sharing initiatives aimed at enhancing the skills of academic and administrative staff within Libyan universities.

Through strengthening institutional cooperation, promoting effective governance, and supporting continuous improvement, the WHEEL project represents an important milestone in enhancing the quality, efficiency, and internationalization of Libyan higher education. The project contributes to building a more connected, innovative, and sustainable higher education system capable of responding to national and global challenges.

مشروع WHEEL – شبكة تحديث وتطوير قطاع التعليم العالي في ليبيا

يُعد مشروع WHEEL (شبكة تحديث وتطوير قطاع التعليم العالي في ليبيا) مبادرة للتعاون الدولي ممولة من الاتحاد الأوروبي ضمن برنامج إيراسموس+ (Erasmus+) – مشاريع بناء القدرات في مجال التعليم العالي (KA2). ويهدف المشروع إلى المساهمة في تحديث وتطوير منظومة التعليم العالي الليبية من خلال تعزيز القدرات المؤسسية، وتحسين ممارسات الإدارة الجامعية، ودعم التخطيط الاستراتيجي، وتعزيز التعاون بين مؤسسات التعليم العالي الليبية.

يجمع مشروع WHEEL شبكة من الجامعات الليبية والشركاء الأوروبيين، حيث يتم تنسيقه من قبل جامعة أليكانتي (إسبانيا) بالتعاون مع جامعة جنوة (إيطاليا)، وبمشاركة عدد من الجامعات الليبية، من بينها جامعة سبها، وجامعة طرابلس، وجامعة بنغازي، وجامعة مصراتة، وجامعة الزاوية، وجامعة عمر المختار، والجامعة الأسمرية الإسلامية، وجامعة سرت، وجامعة المرقب، وجامعة بني وليد، والجامعة الليبية الدولية الطبية. ومن خلال هذه الشراكة الواسعة، يعمل المشروع على تعزيز تبادل المعرفة، والتعاون المؤسسي، ونقل الخبرات والممارسات الأوروبية الناجحة إلى قطاع التعليم العالي الليبي.

يتمثل الهدف الرئيسي لمشروع WHEEL في إنشاء شبكة مستدامة من مؤسسات التعليم العالي الليبية تكون منصة للحوار والتعاون والتعلم المشترك والتطوير الاستراتيجي. ويركز المشروع على تطوير عدد من المجالات الأساسية، بما في ذلك الحوكمة الجامعية، وضمان الجودة، والإدارة المؤسسية، وتعزيز قدرات البحث والابتكار، وتكنولوجيا المعلومات والاتصالات، وتطوير البنية التحتية في مؤسسات التعليم العالي.

ومن أبرز مخرجات مشروع WHEEL إعداد وثيقة الإطار الاستراتيجي للتعليم العالي الليبي (Libyan Higher Education Blueprint)، والتي تقدم تحليلاً للتحديات التي تواجه قطاع التعليم العالي في ليبيا، إلى جانب توصيات وسياسات داعمة لتطوير وتحديث المنظومة التعليمية. كما نفذ المشروع العديد من أنشطة بناء القدرات، والبرامج التدريبية، وورش العمل، ومبادرات تبادل الخبرات بهدف تطوير مهارات الكوادر الأكاديمية والإدارية في الجامعات الليبية.

ومن خلال تعزيز التعاون المؤسسي، ودعم الحوكمة الفعالة، وتشجيع التطوير المستمر، يمثل مشروع WHEEL خطوة مهمة نحو تحسين جودة وكفاءة وانفتاح التعليم العالي الليبي على المستوى الدولي. ويساهم المشروع في بناء منظومة تعليم عالٍ أكثر ترابطًا وابتكارًا واستدامة، قادرة على مواجهة التحديات الوطنية والعالمية المستقبلية
