Abstract
The Libyan issue was presented to the United Nations General Assembly after the failure of the four major powers to reach consensus on solutions for the former Italian colonies in Africa. International conflicts and conflicting interests of the major powers also led to the issuance of Resolution 2289 - on November 21, 1949, granting Libya independence within a period not exceeding January 1. 1952 AD to ensure international follow-up and implementation. After the issuance of the resolution, the United Nations appointed during this period a special representative whose mission was to supervise the implementation of the resolution and assist the Libyans in their work to establish the future Libyan state and lay its constitutional foundations -Adrian Belt, the Dutch diplomat and Assistant Secretary of the United Nations, was the most suitable person for this mission - so this paper examines and analyzes the role of the United Nations representative Adrian Billet in the independence of Libya from 1949 AD to 1952 AD and explains all the efforts he made.
