Abstract
Many cities and villages around the world have been subjected to many natural or man-made disasters such as those caused by industry or wars between countries and societies. These disasters have led to catastrophic results at various levels. The reason for this is that there is no administration ready to face such disasters. There is also no relevant planning to face such disasters before and after they occur. The city of Ubari-a city to the southwestof Libya- was hit by a civil war between 2014 and 2015. The war killed many of the people of this city and led to displacement of hundreds of families to neighboring areas. Many of them displaced to the cities of the Libyan coast. Therefore, this paper followed a methodology for how to manage and create strategies to deal with the effects of such wars and disasters. This is done throughaccessing previous studies. Following the descriptive and analytical approach in addition to the experience of researchers, the paper concluded a set of results and then drew a set of recommendations to deal with such cases in the future.
