Abstract

This study aims to identify the reality of small and medium enterprises in Libya and the possibility to developing, In order to know the current situation and the most important problems and difficulties encountered and ways of strengthening them, and learn some studies to take advantage of the Japanese experience to overcome all the obstacles that stand in the face of projects of small and medium enterprises in Libya at various fields, as well as the slowness and complexity of procedures and laws. Although the Japanese experience was an example of the countries of South Asia, which has made progress in a particular area of the industry, which has successfully invaded their products on world markets. As it has worked to encourage the production of small and medium-sized enterprises and export enterprises by offering tax concessions and preferential prices, and buy their products from the public sector at higher price to support their market. The study concluded with a number of recommendations, including encouragement by providing the necessary funding for the establishment and operation of these projects. Which contributes to overcoming the phenomenon of unemployment and raising the standard of living.
