HGRA Project – Enhancing Management and Studies on Migration Issues in Libya

The HGRA Project (Enhancing Management & Studies on Migration Issues in Libya) is an international cooperation initiative funded by the European Union through the Erasmus+ Programme – Capacity Building in Higher Education (KA2). The project aims to strengthen Libya’s capacity to understand, research, and manage migration-related challenges by enhancing the role and capabilities of Libyan higher education institutions.

HGRA brings together Libyan universities and European partners to promote academic collaboration, knowledge exchange, and institutional capacity building in the field of migration studies. The project supports the development of research capacities, the improvement of academic programmes, and the establishment of effective mechanisms for cooperation between universities, research institutions, policymakers, and relevant stakeholders. Among the Libyan partner institutions participating in the project is Sebha University, alongside other Libyan universities and European partners such as UNIMED, Sapienza University of Rome, and the University of Barcelona.

The project focuses on several key areas, including the establishment of a migration observatory to collect and analyse data, the development of a Libyan Policy Hub on migration issues to support evidence-based recommendations, the design of specialised training modules, and the creation of educational programmes related to migration and development. Through these activities, HGRA contributes to improving academic expertise, supporting informed policymaking, and strengthening Libya’s institutional ability to address migration challenges in a sustainable and comprehensive manner.

Through training activities, research initiatives, and international partnerships, HGRA promotes long-term knowledge transfer and enhances the contribution of Libyan universities to addressing one of the most significant regional challenges. The project represents an important step toward developing a stronger academic and institutional framework for migration studies in Libya while fostering cooperation between Libyan and European higher education systems.

مشروع HGRA – تعزيز الإدارة والدراسات حول قضايا الهجرة في ليبيا

يُعد مشروع HGRA (تعزيز الإدارة والدراسات حول قضايا الهجرة في ليبيا) مبادرة للتعاون الدولي ممولة من الاتحاد الأوروبي ضمن برنامج إيراسموس+ (Erasmus+) – مشاريع بناء القدرات في مجال التعليم العالي (KA2). ويهدف المشروع إلى تعزيز قدرات ليبيا في فهم ودراسة وإدارة التحديات المرتبطة بالهجرة، من خلال تطوير دور وقدرات مؤسسات التعليم العالي الليبية في هذا المجال.

يجمع مشروع HGRA بين عدد من الجامعات الليبية والشركاء الأوروبيين بهدف تعزيز التعاون الأكاديمي، وتبادل المعرفة، وبناء القدرات المؤسسية في مجال دراسات الهجرة. كما يدعم المشروع تطوير القدرات البحثية، وتحسين البرامج الأكاديمية، وإنشاء آليات فعّالة للتعاون بين الجامعات، والمؤسسات البحثية، وصناع القرار، والجهات ذات العلاقة. وتشارك جامعة سبها ضمن المؤسسات الليبية الشريكة في المشروع، إلى جانب عدد من الجامعات الليبية الأخرى، وبالتعاون مع شركاء أوروبيين من بينهم اتحاد جامعات البحر الأبيض المتوسط (UNIMED)، وجامعة سابينزا في روما (Sapienza University of Rome)، وجامعة برشلونة (University of Barcelona).

يركز المشروع على عدد من المحاور الرئيسية، من بينها إنشاء مرصد متخصص للهجرة لجمع وتحليل البيانات المتعلقة بها، وتطوير منصة للسياسات الليبية حول قضايا الهجرة لدعم التوصيات المبنية على الأدلة، وتصميم وحدات تدريبية متخصصة، وإنشاء برامج تعليمية مرتبطة بالهجرة والتنمية. ومن خلال هذه الأنشطة، يساهم مشروع HGRA في تعزيز الخبرات الأكاديمية، ودعم صناعة سياسات أكثر فاعلية، وتقوية قدرة المؤسسات الليبية على التعامل مع تحديات الهجرة بطريقة مستدامة وشاملة.

ومن خلال الأنشطة التدريبية، والمبادرات البحثية، والشراكات الدولية، يعمل مشروع HGRA على تعزيز نقل المعرفة على المدى الطويل، ودعم مساهمة الجامعات الليبية في معالجة واحدة من أبرز القضايا الإقليمية المعاصرة. ويمثل المشروع خطوة مهمة نحو بناء إطار أكاديمي ومؤسسي أكثر قوة لدراسات الهجرة في ليبيا، وتعزيز التعاون بين مؤسسات التعليم العالي الليبية والأوروبية.
