IBTIKAR- Promoting Research and Innovation Environment in the Libyan Higher Education System

The IBTIKAR Project is one of the Erasmus+ projects funded by the European Union. It aims to develop the research and innovation ecosystem within Libyan higher education institutions through institutional and academic capacity building, as well as by strengthening cooperation between Libyan universities and their European counterparts.

The project has resulted in the development of institutional research agendas for the participating universities, the enhancement of research collaboration at both national and international levels, and the preparation of strategic documents and recommendations to support the advancement of research policies in Libya. These efforts have contributed to consolidating the role of universities as key drivers of knowledge, innovation, and sustainable development.

The project was implemented with the participation of 11 Libyan universities, including Sebha University, along with a number of European universities. It aimed to develop the research and innovation ecosystem within Libyan higher education institutions, build a generation of researchers capable of addressing local and global challenges, and contribute to social and economic development in Libya.

The project also focused on enhancing the skills and competencies of academic and administrative staff in the management and implementation of research activities.

يُعد مشروع أبتكار أحد مشاريع برنامج ايراسموس بلس الممولة من الاتحاد الأوروبي، ويهدف إلى تطوير منظومة البحث العلمي والابتكار في مؤسسات التعليم العالي الليبية من خلال بناء القدرات المؤسسية والأكاديمية وتعزيز التعاون بين الجامعات الليبية ونظيراتها الأوروبية وقد أسفر المشروع عن إعداد أجندات بحثية مؤسسية للجامعات المشاركة، وتعزيز التعاون البحثي على المستويين الوطني والدولي، وإعداد وثائق وتوصيات استراتيجية لدعم تطوير سياسات البحث العلمي في ليبيا، بما يرسخ دور الجامعات كمحرك أساسي للمعرفة والابتكار والتنمية المستدامة.

تم تنفيذ المشروع بمشاركة 11 جامعة ليبية من ضمنها جامعة سبها وعدد من الجامعات الأوروبية بهدف تطوير منظومة البحث العلمي والابتكار في مؤسسات التعليم العالي الليبية وبناء جيل من الباحثين القادرين على مواجهة التحديات المحلية والعالمية والمساهمة في التنمية الاجتماعية والاقتصادية في ليبيا وتطوير مهارات الكوادر الأكاديمية والإدارية في إدارة وتنفيذ البحوث.
