The reality of e-learning in Libya between application and legislation
Abstract
As a result of the emergence of the emerging pandemic of the Corona virus “Covid 19” in Libya, the Libyan government has taken many preventive and precautionary measures and measures aimed at reducing the risk of the spread of this virus among citizens residing on its territory. Starting from the date of March 22, 2020, as a precautionary means to control this virus, which in turn negatively affected the course of the educational process within higher education institutions, and in response to these new data and the resulting results, some educational institutions at all levels sought to search for alternative means that the educational system could rely on on her. In response to these challenges, e-learning has been adopted as a synonym for traditional education, and it can be relied upon as a complement to the usual methods of education. Since this research paper is presented in the field of e-learning in the Libyan state, the main objective is to shed light on the possibility of applying these programs within higher education institutions. Here, the question arises about the extent of the possibility of resorting to e-learning in accordance with the legislation in force within the Libyan state in the field of higher education? To answer this question, we will try to approach it according to a specific methodology.
